02 firehawk pricing

I have an opportunity to purchase an 02 Firehawk 1LE. The body is in great condition, interior is excellent and comes with all accessories, car cover etc..the car is currently sitting at a dealership and the current owner does not want to put anymore money into it. It needs a ac compressor, driver seat motor, passenger window motor, a tune up and a couple of other minor electrical things. The car only has 3k miles on it and is a one owner car....the owner brought it there and was charged $700 in diagnostics....and wants to sell it as is before any service or repairs is done by the dealership. He's asking 15k....the car sat for years without ever running due to the owner trying to keep the mileage low...

Reasonable price?
What would you offer?

You need to clarify your posts, ..., You've had this car advertised for sale yourself a while back.
Is it your car, or were you trying to sell for someone else?
Was $23k, now only $15k? That's a hell of a drop, ..., unless, ...
And it's on the island of Guam?!?

Posted the car for sale for a friend. The pricing at the time of the for sale post had factored in shipping to the west coast, which is 3.5k. He was asking 23k obo and that was including shipping stateside. Locally he wanted between 17-18k. That's was almost 2-3 years ago. The car has sat since then. Sorry if I posed it in two forums, I realized after posting it, it may have been more approarpitate to post it in the for sale section.
