Here's a bill that unfortunately has been continued until 2005, but at least it's there:

SB 259 Single license plates. Provides for use of single license plates on the rears of motor vehicles that have been modified or redesigned by hobbyists for recreational use and are included in public displays or shows at least twice per year.
