WS6 hood, WS6 wheels, no '94 Firehawk airbox, no RPO code, no dash plaque, no Firehawk decals and no SLP content sticker? I'm going to have to say no, it's not a Firehawk.

That is just a 94 with a WS6 hood. It need R6V code to be a Firehawk.

I'm not sure what code item #39 is, But I agree with the other board members..... it is NOT a Firehawk.

From what I've been able to find on Google, it is just sales literature.

Those aren't WS6 wheels, they're not even Pontiac wheels. Those are Camaro wheels from '97 and later.

They are WS6 wheels, not ZR1 wheels.

The wheels look more like the Z28 wheels that have the 'indentation' along the spokes.
WS6 wheels have a more 'flat' spoke.
The wheels on the car in question from the OP looks more like the Z28 wheels, like this;

WS9 I believe is the 'Formula' conversion, which simply means it went from a standard Firebird V6 model to the upfit to the V8 standards.

Here, Google results;
W66 Merchandised Package - Formula
WS9 model conversion, FORMULA
